Hello all,

When we drafted the by-laws our goal was to make our elections as open as
possible. The International Laser Class Association constitution mandates
that our regional officers are elected by the District Secretaries. This is
a representative democracy, if you will. Given that, your opportunity as
members to participate in the election cycle comes from your access and
ability to influence the way your District Secretary votes (if your dues are
paid, you are all registered lobbyists :>).

To that end, the draft by-laws (which are the official guidelines for this
election cycle) provided access for all the duly nominated candidates to our
web site. The web site was emphasized in the by-laws because the long lead
time for The Laser Sailor makes our class magazine impractical for this
purpose and only a small percentage of our members are signed up on the
e-mail list or forum. Candidates had the opportunity to post position
papers or any other material they wanted to use to communicate with members.
Position papers from the candidates, who choose to take advantage of this
opportunity, can now be viewed. There is a link for this information on the
homepage.

As most of you are already aware, the draft by-laws are also up for
ratification and the final draft is also linked to the home page.

Voting for candidates begins, electronically, on November 15th. If you want
to communicate your sentiments regarding any of the particular candidates or
the by-laws, to your District Secretary, you should do so before then.

Sincerely yours,

Mark A. Kastel
