Hello,
I live about 100 meters from a boat landing on a great lake for sailing.
Is there a lightweight trailer that can be manually pushed - with laser on it - by a reasonably strong individual?

I use one to drag my Laser around and I am not even ‘reasonably strong’.

The Trailex as mentioned above by Wavedancer is easily moved by hand (I have one and like it). But if you don't intend to use it to transport your Laser by car (not clear to me from your post) you would better served by a "dolly". That will be cheaper and lighter in weight. Google Laser dolly.
 
I use a Seitech dolly to walk my Sunfish down a dirt road to the state boat launch. It’s only the distance of 6 cottages and flat. I always get comments about what a great dolly I have! Easy to launch and retrieve the boat. I think a Laser weighs about the same 130 lbs or so. I also have a Trailex trailer but don’t use it for the short distance.
