IMO, It looks very much like marketing to non-ILCA sailors and decision makers as the marketplace for events (like the Olympics) and their supported classes is pretty competitive.
Have you checked with the ILCA District 11 folks? I know that the Severn River Sailing Association has a fleet.
That said … there does happen to be a Laser/ILCA fleet in DC if you don’t want to have to drive an hour+ from DC to Annapolis, and they’re great fun to sail on the Potomac and...
iSails.com makes (non-class legal) colored sails for the Laser standard / Ilca 7 and 4.7. They indicated that they might be making sails for the radial this year.
